Lottery tickets are sold all over Vietnam, usually by the elderly or disabled. It is a kind of welfare / charity to allow disadvantaged people a chance for a small income. I found this seller sitting just up the road from the Japanese Bridge, perfectly still, all day, patiently waiting for someone to buy.
